An IT project in our own municipality: that's quite an honour! In March 2024, our colleague Coen van den Berg enthusiastically went to work for the Municipality of Hoeksche Waard. As project manager on the technology section, he and an enthusiastic team supervised three improvements the Hoeksche Waard Municipality had in mind. A nice cooperation between a diversity of parties, with a place of honour for the Public Affairs team.
Every municipality in the Netherlands registers personal data of their residents. Is someone born - then you end up in the Basic Registration of Personal Data. Do you get married? Then the data are updated. Are you moving house? Then personal data are automatically transferred to the new municipality via the BRP application.
All this data hangs on our well-known citizen service number (BSN). Access to this data is strictly secured to prevent data misuse. A properly and securely functioning BRP application is therefore of great importance. The Municipality of Hoeksche Waard made the choice to switch BRP applications. They set their sights on Shift2's VrijBRP application and at the end of March our colleague Coen got to work.

Coen looked after the implementation of the applications themselves and certain interfaces between them. After all, secure communication is needed between different systems. The data distribution system (DDS) therefore plays an important role in the efficient and secure sharing of data between different departments within the municipality and with other government bodies.
This is the only way, for example, to issue official documents (even through a digital counter) or implement the Social Support Act (Wmo). The existing DDS was transferred to EnableU's 2Distribute in this project.
As a project manager, you can do your best - in the end, it is the employees of the government organisation itself who make the difference. They have to familiarise themselves with a completely new way of working in a completely new system. Coen: ‘The way in which the Public Affairs team engaged in this whole process is admirable. The urgency they feel to serve citizens well non-stop is an example for many. Nice to see that so many requests were processed even during going live.'
The ‘Under Construction’ ribbon could therefore be happily cut by councillor Paul Boogaard. An IT project completed almost entirely on schedule - that's worth a pie!
